    Can You Splice Wires Outside of a Junction Box?

    The most consistent code violation we find on GTA renovation walkthroughs is a wire splice hiding inside a wall, ceiling, or floor — no junction box, no cover plate, no accessible way to inspect or service it. The homeowner or handyman thought they were being efficient. The Ontario Electrical Safety Code and every home inspector call it a fire hazard. This guide walks Ontario homeowners through whether you can splice wires outside of a junction box, why the answer is a firm no, and what actually happens if you do.

    Short answer: no, never

    Direct answer: every electrical splice in an Ontario residential installation must be inside a listed junction box, receptacle box, or fixture box that remains accessible. Splices in walls, ceilings, floors, or attic insulation are prohibited under Section 12 of the Ontario Electrical Safety Code. There is no exception for “just a small one.”

    Why buried splices are a fire hazard

    • Heat build-up. Splices develop resistance over time. Resistance generates heat, and buried splices have no ventilation to dissipate it.
    • Undetectable failures. A splice inside a wall cannot be inspected. Deterioration goes unnoticed until arcing starts.
    • Marrette loosening. Wire nuts can back off over time with thermal cycling. A loose splice arcs.
    • Insulation compromise. Insulation around splices can burn or degrade without visible signs.
    • Impossible to service. Future renovations may cut through hidden splices, creating an immediate fault.

    The Electrical Safety Authority lists buried splices as one of the top consistently written up violations on residential renovation inspections. It is the failure mode homeowners create most often when they cut corners.

    What OESC Section 12 actually says

    Direct answer: Section 12-3000 of the Ontario Electrical Safety Code requires that all splices and taps be made in listed enclosures with covers. The enclosure must remain accessible — not buried behind finished surfaces. The cover must remain in place, and the wiring inside must not exceed the box’s fill capacity.

    Any deviation — buried splices, missing covers, or overfilled boxes — is a code violation and a serious inspection failure.

    Common places where buried splices are found

    • Behind kitchen backsplashes. Old wiring cut and “tucked away” during a renovation.
    • In wall cavities where fixtures used to be. Old ceiling fan or wall sconce removed but the wires stayed.
    • In finished basements. Amateur wiring where the electrician was in a hurry.
    • In attic insulation. Add-on lighting run where the installer skipped a box.
    • Above dropped ceilings. Sometimes still accessible; often not.

    How to fix a buried splice found during renovation

    1. Kill the breaker feeding the circuit.
    2. Verify power is off at the splice location.
    3. Cut the cable back to good, undamaged sections on both sides of the splice.
    4. Install a proper junction box at the location. The box must remain accessible — either exposed in an unfinished area or behind a removable access panel.
    5. Splice with proper marrettes inside the box.
    6. Install a blank cover plate.
    7. Document the location so future work knows the splice exists.

    If the buried splice is behind finished drywall, you often have to open the wall to access it. This is one of the reasons finding hidden splices during a renovation is expensive — the drywall opening is required to remediate.

    The “junction box in the ceiling” solution

    Direct answer: for splices that need to be in an inaccessible-looking location, install a junction box at the closest accessible point (typically the basement ceiling or attic space where insulation is thinnest). The cable runs into the box, splices are made inside, and the box has a blank cover. This keeps the code-required accessibility while limiting visual impact.

    Do NOT install a junction box and then drywall over it. That defeats the accessibility requirement. If the drywall must go up over the box, the box must have a removable access panel or a decorative cover that is clearly identifiable as electrical.

    What if the splice is in old work you inherited?

    Direct answer: if you discover a buried splice from a previous owner, remediate it as soon as reasonably possible. Insurance claims after a fire are frequently denied when the fire origin is a non-code-compliant buried splice. Fixing it before an incident is essential.

    Home inspectors flag buried splices on every purchase transaction, so if you are selling, remediation is required either way. Doing it before listing avoids negotiation.

    Expert tip from our ESA-licensed electricians

    In our experience opening walls across GTA renovations, the buried splices we find are almost always from decades ago. Homeowners in the 1970s or 1980s thought they were being clever; the splices survived without incident for 30-40 years. But when we cut them open, half of them show blackening or discolouration at the marrette — evidence that the splice was arcing intermittently. It was one incident away from starting a fire. The lesson is that just because a buried splice has not caused a problem yet does not mean it is safe. Every hidden splice found should be remediated before it becomes the origin of the next call. Same lesson as the FPE panel: known failure modes should be corrected before the failure.
