What Are the Rules for Wiring Inside a Closet?

Closets in Ontario homes are subject to specific wiring restrictions under the Ontario Electrical Safety Code (OESC). The rules exist because closets — particularly bedroom and hallway closets — are spaces where combustible materials (clothing, linens, boxes) are stored in close proximity to light fixtures and wiring. Understanding what the code permits and prohibits in a closet helps homeowners plan lighting upgrades, outlet additions, and storage system installations without creating code violations or fire hazards.

What Are the Rules for Wiring Inside a Closet?

The OESC applies the same rules to closet wiring as to any other interior space, but the fire hazard posed by combustible storage in proximity to light fixtures has historically driven specific guidance on light fixture placement and type in closets. The Electrical Safety Authority (ESA) also notes that closets are a common location for improper wiring — outlet additions, light replacements, and home automation installations done without permits frequently create non-compliant conditions inside closets that go undetected for years.

Light Fixtures in Closets: What Is and Is Not Permitted

The primary concern in closet lighting is the proximity of the fixture to combustible storage. The OESC and its reference standard (the Canadian Electrical Code) specify clearance requirements between light fixtures and storage areas:

  • Incandescent and halogen fixtures are not recommended in closets without adequate clearance between the fixture and any stored materials. These fixtures generate significant heat at the lamp and can ignite combustibles if stored material comes into contact with or falls onto the fixture.
  • LED recessed fixtures (pot lights) are the preferred choice for closet lighting because they generate far less heat at the lamp face, can be rated as airtight/IC-rated (safe for contact with insulation), and do not project into the storage space where stored items could contact them. A recessed LED fixture flush with the ceiling or soffit does not present the same ignition risk as a surface-mounted incandescent fixture projecting into the closet space.
  • Surface-mounted LED fixtures (LED panels, LED strip lights in a housing) are acceptable where they are positioned so that stored materials cannot contact the fixture face. A fixture mounted on the ceiling of a walk-in closet, above the reach shelf, is generally acceptable. A fixture mounted on the wall at mid-height where hanging garments could contact the fixture face is not.
  • Bare bulb fixtures (keyless lampholders, surface sockets) are a code concern in closets because they expose the lamp and can easily be contacted by stored material. Replacing a bare socket with an enclosed LED fixture is the correct upgrade.

Outlets in Closets

The OESC does not prohibit receptacle outlets inside closets — outlets in closets are permitted and are common in walk-in closets where charging stations, lighting, and portable appliances are used. The rules that apply are the same as elsewhere:

  • Bedroom closets: Any outlet in a bedroom closet is on the bedroom circuit, which (in homes wired after 1999) must have AFCI (arc-fault circuit interrupter) protection at the breaker. AFCI protection is required for all receptacles in bedrooms under the OESC.
  • Walk-in closets with a dedicated circuit: A dedicated circuit for a walk-in closet with lighting and outlets is acceptable and avoids overloading the bedroom circuit. This is common in primary bedroom closet renovations.
  • Junction boxes must remain accessible: Any junction box inside a closet must remain accessible for inspection — it cannot be buried behind drywall, concealed inside a finished soffit, or covered with fixed shelving. If a junction box will be covered by a built-in shelf unit, provide an access panel before closing it in.

Wiring Concealment in Closets

Closet renovation projects often involve installing prefabricated closet organizer systems that include built-in lighting (typically low-voltage LED strip lights). The wiring for these systems must meet the same OESC requirements as any other wiring:

  • Low-voltage LED driver/transformer: The 120V-to-12V or 120V-to-24V driver that powers LED strip lights is line-voltage equipment. It must be installed in a listed enclosure, connected to a properly permitted branch circuit, and must remain accessible. Stuffing a transformer inside a shelf cavity without an accessible junction box is a code violation.
  • Cable routing through walls: NMD-90 cable routed through closet walls must be stapled within 300 mm (12 inches) of each box and at least every 1.5 m (5 feet) along horizontal or vertical runs. Cable run horizontally through stud bays must pass through drilled holes or be protected by steel nail plates where within 32 mm (1.25 inches) of the stud face.
  • Wire management inside the closet space: Exposed wiring in the finished closet interior (not inside a wall or ceiling cavity) must be in an appropriate raceway (conduit, surface-mount raceway) or be part of a listed luminaire or appliance assembly.

Common Closet Wiring Violations

  • Bare incandescent bulb socket installed in a closet ceiling with no clearance between the lamp and hanging clothes
  • Extension cord used permanently to power closet lighting or a charging station (extension cords are not approved for permanent wiring)
  • Junction box buried inside a finished soffit with no access panel — discovered when the circuit fails and the soffit must be cut open
  • Low-voltage LED driver hidden inside a shelf cavity without a listed enclosure or accessible junction box
  • New outlet added to a bedroom closet without AFCI protection at the breaker

Expert Tip from Our ESA-Licensed Electricians

The most frequent closet wiring issue we correct on service calls is a homeowner or handyperson who installed low-voltage LED strip lighting in a walk-in closet using the LED transformer as a junction point — wire connectors inside the transformer housing, not in a listed junction box. The transformer body is not a listed junction box; it is a component of the listed luminaire assembly. Making field-wired connections inside it voids the listing and is a code violation. The correct installation has a listed junction box at the point where line voltage wiring terminates, and the transformer connects to that box with a listed cord or conduit. LED strip light kits sold at home improvement stores often come with instructions that imply you can connect directly to the transformer — follow the OESC, not the kit instructions, where they conflict.
