The distance between an electrical outlet and a kitchen sink is governed by the Ontario Electrical Safety Code (OESC) and enforced on every kitchen renovation or new construction. The rules are specific, measurable, and non-negotiable — and they exist because water and electricity at close range without proper protection is a lethal combination.
In Ontario, the relevant rules are found in OESC Section 26 and follow the requirements of the Canadian Electrical Code (CEC). The short answer: any outlet within 1.5 metres (approximately 5 feet) of a kitchen sink must be protected by a Ground Fault Circuit Interrupter (GFCI). Additionally, countertop outlets in a kitchen must be positioned so that no point along the countertop is more than 900mm (about 3 feet) from a receptacle. These two rules together determine where outlets go and what type they must be.
Any receptacle installed within 1.5 metres of a kitchen sink must be a GFCI-protected receptacle. This applies whether the outlet is on the countertop, on the wall above the countertop, or in a nearby island. The 1.5m measurement is taken horizontally from the edge of the sink basin to the outlet — it is not a diagonal measurement and does not account for cabinet height.
A GFCI outlet monitors the balance of current flowing in and out of the circuit. If there is even a 5-milliamp difference — the amount that can cause ventricular fibrillation — the GFCI trips within 1/40th of a second. A standard breaker does not provide this protection; it trips only when current far exceeds the safe threshold for human contact. A GFCI is the only protection that reacts fast enough to prevent electrocution when a person bridges a fault path to ground — which happens any time a plugged-in appliance comes into contact with water near a sink.
The OESC also requires that kitchen countertop outlets be spaced so that no point on any countertop section is more than 900mm from a receptacle. This prevents the use of extension cords across countertop surfaces — a significant fire and shock hazard in kitchens where high-draw appliances (kettles, toasters, countertop ovens) are regularly used. If a countertop section is 1,800mm wide, it needs at least two receptacles placed to meet the 900mm coverage rule.
This spacing rule applies to every separate countertop section. A kitchen with an L-shaped counter has two sections — each section must meet the 900mm rule independently. An island with countertop workspace also requires at least one receptacle, and that receptacle must be GFCI-protected if it is within 1.5m of the sink.
The Electrical Safety Authority (ESA) in Ontario requires an electrical permit for any new outlet installation in a kitchen, including replacements that move an outlet’s position or change it from a standard receptacle to a GFCI. Any kitchen renovation that includes new outlet work — even a single added receptacle — requires an ESA permit and inspection before the work is covered by drywall or tile.
The ESA also enforces that existing non-GFCI outlets within 1.5m of a sink must be upgraded when a kitchen is renovated. If you are re-tiling a backsplash or replacing countertops and your electrician is pulling a permit for the work, any non-compliant outlets in the kitchen must be brought up to current code at the same time.
Yes. The OESC allows the GFCI protection requirement to be satisfied either by a GFCI receptacle at the outlet location or by a GFCI circuit breaker in the panel that protects the entire circuit. A GFCI breaker is often used when multiple outlets on a countertop circuit all need GFCI protection — one breaker protects everything on that circuit rather than requiring GFCI receptacles at each outlet location. Both methods satisfy the code requirement, and the choice is typically made by the electrician based on the circuit layout.
Note that a GFCI outlet can also protect downstream standard outlets wired in series — the GFCI outlet at the beginning of a run protects all outlets fed from its load terminals. This is another compliant approach, but it requires correct wiring to function. An improperly wired GFCI that protects nothing downstream is a common installation error; only an ESA-licensed electrician can verify the wiring is correct.
Under-counter outlets — used for dishwashers, garburators, or under-cabinet lighting — are governed by the same distance and GFCI rules as countertop outlets. An outlet installed under the counter and within 1.5m of the sink must be GFCI-protected. Dishwasher connections that use a dedicated outlet (rather than a hardwired connection) should be evaluated against this requirement. Kitchen sink GFCI rules apply to indoor kitchen areas. Outdoor kitchens, utility sinks in garages, and bathroom sink areas are subject to GFCI requirements as well, but with different zone boundaries and different weatherproofing requirements. If you are adding outlets near any water source — indoor or outdoor — the applicable rules should be confirmed with an ESA-licensed electrician before installation begins.
The most common code violation we find during kitchen inspections is a standard (non-GFCI) outlet on the countertop within arm’s reach of the sink — typically installed before the current code was in force and never updated during subsequent renovations. Homeowners often do not know it is a problem until we point it out. Replacing a standard outlet with a GFCI takes 20 minutes and costs very little; failing to do it means you are plugging in toasters, kettles, and blenders within a metre of running water with no fault protection. If your kitchen was last wired before 1994, when GFCI requirements for kitchen countertops became standard in the Canadian Electrical Code, assume your countertop outlets need to be evaluated.
