Working on live electrical circuits is extremely dangerous and is illegal for unlicensed persons under Ontario law. The correct procedure for any electrical work — even replacing an outlet — is to turn off the relevant circuit breaker, verify the circuit is de-energized with a non-contact voltage tester, and then proceed. Working on live circuits, or on an electrical panel without proper precautions, carries a real risk of electrocution, arc flash, and fire.
Turning off the main breaker in your electrical panel isolates the panel from the rest of your home’s circuits. However, the wires entering the top of the panel from the utility — the service entrance conductors — remain energized at all times. The main breaker controls power flowing out of the panel, not power flowing into it. The large lugs or the connections behind the main breaker are still live even when the main is off.
De-energizing the service entrance requires the utility to disconnect at the meter base or at the service drop. This cannot be done by a homeowner — it requires a licensed electrical contractor to coordinate with the utility.
Ontario law permits homeowners to perform certain electrical work in their own home — specifically, work on a property they own and occupy. However, any such work requires an ESA permit, an inspection, and must comply with the Ontario Electrical Safety Code. The ESA permit system exists to verify that electrical work is done safely, whether by a licensed contractor or a homeowner.
Certain categories of work — panel upgrades, new service installations, and work in commercial or multi-unit residential properties — require a licensed electrical contractor regardless of who owns the property.
Working on a live circuit to save a few minutes creates exposure to ground faults, arc flash, and uncontrolled fault current. The risk is not limited to touching the wrong wire — tools can slip, wire ends can spring, and an accidental bridge between two conductors releases energy instantly. A licensed electrician follows lockout/tagout procedures on every job for exactly this reason.
