Both a GFCI breaker and a GFCI outlet do the same core job: they cut power the instant they detect a ground fault. But they live in different places, protect different amounts of the circuit, and cost different amounts of money. Choosing between them is one of the most common questions we hear from Toronto and GTA homeowners doing a bathroom, kitchen, or garage retrofit. This guide unpacks the trade-offs and tells you which one wins in each situation.
GFCI breaker vs GFCI outlet: what actually differs
A GFCI breaker sits in the electrical panel and protects the entire circuit downstream of it. A GFCI outlet sits at a specific receptacle and protects that receptacle plus every ordinary outlet wired through its LOAD terminals. Both meet the ground-fault protection requirements of the Ontario Electrical Safety Code. The right choice depends on how many outlets you need to protect, how easy the panel is to work in, and how the existing wiring is arranged.
How each one works
A GFCI outlet is a device roughly twice as thick as a standard receptacle with TEST and RESET buttons on its face. Two sets of terminals sit on the back: LINE (incoming power) and LOAD (power passing through to protect downstream outlets). It compares current on the hot and neutral in real time and trips within a fraction of a second if more than about 5 mA of current is leaking to ground.
A GFCI breaker is a breaker with the same ground-fault sensor built in. It occupies a normal slot in your panel, uses a pigtail neutral bonded to the panel neutral bar, and trips the entire circuit at the panel the moment it detects a fault. Any outlet or hardwired device on the circuit downstream is protected.
The circuit feeds many receptacles across multiple rooms and installing one GFCI outlet at the first box would be awkward.
The circuit feeds a hardwired device with no receptacle. Baseboard heaters, some spa pumps, hot tubs, and outdoor lights need protection at the panel.

The circuit runs through a garage, outdoor, or wet area where a single point-of-service GFCI is impractical.
Cost comparison in the GTA
GFCI outlet: $20 to $40 CAD retail, plus 20 to 30 minutes of licensed labour on a straightforward swap.
GFCI breaker: $50 to $150 CAD retail depending on panel brand, plus the licensed labour to install and any panel work needed.
Dual-function AFCI/GFCI breaker: $70 to $200 CAD retail. Common on new construction and modern renos.

GFCI breaker installation notes:
Breaker must be brand-compatible with the panel bus.
Pigtail neutral must land on the panel neutral bar; circuit neutral lands on the breaker terminal.
Test at the panel monthly using the TEST button on the breaker face.
Nuisance trips are more visible — the whole circuit dies until you reset at the panel.
Testing and maintenance
Both GFCI outlets and GFCI breakers must be tested monthly using their TEST buttons. Push TEST — power to the outlet or circuit should drop. Push RESET — power should restore. Common combinations we install in GTA homes
Bathroom retrofit: single GFCI outlet at the first receptacle, downstream outlets on LOAD.
Kitchen counter renovation: individual GFCI receptacles at each counter outlet, or a GFCI breaker if the circuit was rewired during the reno.
Outdoor patio and pool: GFCI breaker at the panel plus weather-resistant receptacles in in-use covers.
Hot tub: GFCI breaker required, typically in a subpanel.
Detached garage or shed feed: GFCI breaker at the source with standard outlets downstream.
