    Can You Install a Breaker Panel in a Closet or Bathroom?

    Renovating a home in Toronto or the GTA often raises the question of where the electrical panel can legally live. A tucked-away closet or a mudroom feels tidy. A bathroom feels convenient. Ontario code has strong opinions on both. This guide covers the actual working-space, clearance, and environmental rules that determine where a breaker panel can be installed in an Ontario home.

    Can you install a breaker panel in a closet or bathroom?

    In an Ontario home, an electrical panel cannot be installed in a bathroom or a shower/tub area, and generally cannot be installed in a clothes closet where it could be blocked by stored items. Panels are allowed in dedicated electrical closets, mechanical rooms, utility rooms, garages, basements, and other accessible locations that meet the working-space and clearance requirements of the Ontario Electrical Safety Code. Location is not just an aesthetic choice — it is a code compliance and safety issue.

    Why bathrooms are off-limits

    • Water and steam. Bathrooms are wet locations by definition. Panels must be kept away from moisture sources to prevent corrosion, arcing, and shock hazards.
    • Occupant exposure. A wet or barefoot occupant near a panel is a serious shock risk.
    • Working space obstructed. Bathrooms are typically small and cluttered with plumbing fixtures, which prevents the required clear working space in front of the panel.
    • Bonding and clearance issues. Water lines, gas piping, and metallic fixtures create bonding and proximity concerns.

    The prohibition is consistent across Canadian Electrical Code jurisdictions. If your home has a legacy panel in a bathroom (rare, but occasionally seen in older converted spaces), it needs to be relocated during any renovation.

    Closets: it depends on the type

    Not all closets are treated the same. A dedicated electrical closet (built specifically to house the panel and other electrical equipment, with no other storage function) is generally acceptable. A clothes closet or general storage closet is not. The reason is straightforward: a panel that gets buried behind clothes, boxes, or brooms cannot be safely accessed in an emergency and does not maintain the required clear working space.

    The clearance requirements in front of an electrical panel post covers the exact dimensions, but the practical impact is that the space directly in front of and around the panel must remain permanently clear — which is incompatible with the primary function of a clothes closet.

    • Depth in front of the panel: generally 1 metre of unobstructed working space so a technician can stand and work safely.
    • Width in front of the panel: at least the width of the panel or 762 mm (30 inches), whichever is greater.
    • Headroom: generally 2 metres (6.5 feet) above the working space.
    • Lighting: a light source must illuminate the working space.
    • Nothing above or beside the panel that would drop water, sparks, or debris into it (no plumbing lines directly above without protection, no ductwork blowing warm humid air across it).
    • Accessible without needing to move stored items or furniture.

    Any candidate location has to meet all of the above before a licensed contractor will install a panel there.

    Preferred panel locations in a GTA home

    • Unfinished basement wall. The classic Ontario location. Cool, dry, accessible, and easy to service.
    • Attached garage on an interior wall. Common for newer builds. Must not be behind stored items.
    • Mechanical or utility room. Ideal for larger homes with a dedicated space.
    • Laundry room (with adequate clearance and away from water sources). Acceptable if the plumbing is safely separated.
    • Dedicated electrical closet. Purpose-built enclosure, sometimes required in multi-unit conversions.
    • Exterior weatherproof enclosure. Rare in residential but common in cottages, sheds, and detached garages. Related: can water get inside an outdoor breaker box.

    Panel locations you cannot use

    • Bathrooms and shower/tub areas.
    • Clothes closets or general storage closets where the panel would be blocked.
    • Above stairways where the working space cannot be met.
    • Kitchens if the panel would be behind cabinets or above counters where the working space is blocked.
    • Ceilings and other locations where the panel cannot be reached from the floor.
    • Behind doors, appliances, or fixed furniture.
    • Directly below plumbing that could leak onto the panel.
    • Inside HVAC ducts or air-handling spaces.
    • Damp or wet locations without proper enclosure ratings.

    Relocating an existing panel

    If your panel is in an off-limits or awkward location, relocation is possible but not trivial. It involves:

    • Utility coordination to disconnect and reconnect the service.
    • New service entrance conductors from the meter to the new panel location.
    • Rewiring or extending all branch circuits to reach the new panel.
    • New grounding and bonding at the new location.
    • ESA notification and inspection.

    What about closets that used to be electrical rooms?

    Older Ontario homes sometimes have a panel in what was originally a small utility closet and later got repurposed as a clothes closet. The panel installation was legal at the time but the space is no longer compliant because of the stored items and reduced clearance. Options include:

    • Removing all stored items and dedicating the closet as an electrical closet (change of use, sometimes involves door and lighting adjustments).
    • Relocating the panel to a compliant space.
    • Building a purpose-built recessed panel niche in an adjacent hallway.

    When we quote a full home renovation in the GTA, one of the first walkthrough items is verifying that the existing panel location will still meet clearance requirements after the reno. Homeowners planning a laundry-room build-out or a basement finish often assume the panel can stay put. Sometimes yes, sometimes no. If any wall between the panel and the required working space is going to be built out with storage, cabinets, or a stacked washer-dryer, the panel needs to be relocated first. It is much cheaper to move the panel before the drywall goes up than after.
