Is It Safe to Cover an Electrical Cord with a Rug?

Running an electrical cord under a rug is one of the most common electrical fire hazards in Canadian homes, and it is also one of the easiest to overlook. The cord is hidden, the room looks tidy, and nothing seems wrong — until heat builds up where no one can see it.

Is It Safe to Cover an Electrical Cord with a Rug?

No. Covering an electrical cord with a rug is not safe. The Ontario Electrical Safety Code (OESC) and the Electrical Safety Authority (ESA) both identify cords run under rugs, carpets, and flooring as a recognized fire hazard. The prohibition exists for a specific physical reason: a cord under a rug cannot dissipate heat, and a rug provides the fuel needed for ignition if that heat becomes a spark or sustained arc.

Why Covered Cords Are Dangerous

Every electrical cord generates some heat under load — the thinner the cord and the higher the current, the more heat it produces. In open air, this heat dissipates harmlessly. Under a rug, it accumulates. Three specific failure modes make this dangerous:

  • Insulation breakdown from sustained heat. Cord insulation is rated for a maximum continuous temperature. When a cord is covered and loaded, that temperature can be exceeded even by moderate use — a lamp cord under a rug running for hours will reach temperatures that degrade the plastic insulation over weeks or months, eventually exposing bare conductors against the carpet backing.
  • Mechanical damage from foot traffic. Every footstep on a cord under a rug compresses the conductors. Over time, this breaks the internal wire strands (causing a high-resistance joint that generates more heat) or cracks the insulation at the flex point. A cord with internal strand breaks that is also covered cannot shed heat and is a fire risk even at low current.
  • No visual warning of damage. A frayed cord in the open is visible. A damaged cord under a rug is invisible until it arcs or ignites. By the time a covered cord creates a visible problem, the fire may already have started in the rug fibres or subfloor.

What the OESC and ESA Say

The Ontario Electrical Safety Code (OESC) Rule 4-010 requires that all conductors and cords be installed in a manner that does not subject them to physical damage. Running a cord under a rug where it will be walked on violates this rule. The Electrical Safety Authority (ESA) specifically lists extension cords and power cords run under rugs and carpets as a fire risk in its residential electrical safety guidance. An ESA inspection that finds a cord run under flooring will flag it as a hazard requiring correction.

It is also worth noting that this applies to extension cords regardless of length. A two-foot cord bridging a gap between furniture and an outlet is just as subject to the mechanical damage and heat accumulation risk as a longer run. The cord length does not change the hazard category.

Safe Alternatives to Running a Cord Under a Rug

  • Add a receptacle where you need it. If you regularly run a cord across a room because the nearest outlet is in the wrong place, the correct fix is to have a licensed electrician add an outlet closer to where power is needed. This eliminates the cord entirely.
  • Use cord covers designed for the purpose. Low-profile cord covers rated for floor use are available and provide a rigid channel that protects the cord from mechanical damage and allows the cord to breathe. These are not a substitute for proper wiring but are acceptable for temporary or low-current applications when the cord is rated for the load.
  • Reroute along the baseboard. A cord run along the baseboard at floor level, secured with adhesive cord clips, is visible for inspection, protected from foot traffic, and can breathe. This is far safer than running under a rug.
  • Reduce load to eliminate the need for a long cord. Rearranging furniture to reduce the distance between appliances and outlets often eliminates the need for extension cords entirely.

Extension Cords Are Not Permanent Wiring

Extension cords — including the kind people run under rugs — are rated for temporary use. The OESC does not permit extension cords as a permanent substitute for fixed wiring. If you find yourself relying on an extension cord in a fixed location every day, that is the signal that an outlet should be added. For homes with older wiring or limited outlet placement, adding receptacles is straightforward work for a licensed electrician. It eliminates extension cords, reduces fire risk, and typically takes less than an hour per outlet. The ESA permit required for new outlet installation is a modest cost compared to the risk of a house fire from a damaged cord hidden under flooring.

Are Frayed Cords Under Rugs Even More Dangerous?

Yes — significantly. A frayed or damaged cord in the open is already a hazard; the same cord under a rug combines a potential ignition source with an immediate fuel supply. If you suspect a cord under a rug may be damaged, do not pull the rug back while the cord is energized — unplug it first, then inspect. Expert Tip from Our ESA-Licensed Electricians

The most common scenario we see is a lamp or television plugged in near one wall, and the cord run across the room under the rug to reach the nearest outlet on the opposite wall. The homeowner has been doing this for years without any obvious problem, which creates a false sense of safety. Cords under rugs degrade slowly — the insulation cracks incrementally, strand breaks accumulate over time — and they typically do not fail dramatically until the damage is severe. By then, the cord may be in contact with the rug backing under sustained mechanical stress with no way to dissipate the heat from a partial arc. The fix is always the same: remove the cord from under the rug and add an outlet in the right location. We see this situation flagged on virtually every home inspection we are called in to resolve.
