What Is Cloth-Covered Wiring and Is It a Fire Hazard?

Open an attic hatch or a basement ceiling in a Toronto or GTA home built before the 1960s and you might find wiring wrapped in a woven fabric jacket instead of the smooth plastic sheath on modern cable. That is cloth-covered wiring, and the honest answer on whether it is a fire hazard is: it depends entirely on its condition today, not on how it looked when installed. This guide covers what cloth wiring actually is, why it degrades, and when it crosses from vintage curiosity into genuine fire risk.

What is cloth-covered wiring and is it a fire hazard?

Cloth-covered wiring is early-to-mid 20th century electrical cable insulated with rubber and wrapped in a woven cotton or fabric braid instead of modern thermoplastic. It becomes a fire hazard once the rubber insulation underneath the cloth dries out, cracks, and crumbles — exposing bare copper that can arc or short against framing, nails, or itself. New cloth wiring in the 1930s–1950s was code-compliant and safe. Cloth wiring today, 70–100 years later, is a different story: the rubber compound has a finite chemical life and most of it has now outlived that life.

How to identify cloth-covered wiring

  • Woven fabric outer braid, often black, brown, or grey, sometimes with a faint waxy feel.
  • Rubber insulation underneath the cloth, distinct from the smooth plastic of NMD90.
  • Common in Ontario homes built 1930s through the early 1960s.
  • Two conductors twisted or laid parallel, sometimes with no ground conductor at all.
  • Found in attics, basements, and inside original wall cavities, often alongside or replaced in sections by newer NMD90 from later renovations.

Why cloth wiring degrades

  • Rubber compound aging. The rubber insulation under the cloth oxidizes and loses elasticity over decades, becoming brittle and cracking.
  • Heat exposure. Attics that swing from -20°C to 40°C+ accelerate the chemical breakdown.
  • Overloading. Modern appliance loads on circuits sized for 1940s expectations run hotter than the wiring was designed for.
  • UV and physical disturbance. Cable near attic access points or disturbed during renovations degrades faster.
  • Rodent activity. Cloth and rubber are both attractive chew targets for mice.

Warning signs your cloth wiring has become dangerous

  • Insulation that crumbles or flakes off when gently touched.
  • Bare copper visible anywhere along an accessible run.
  • A brittle, dry, or cracking cloth jacket.
  • Discolouration or a burnt smell near the cable.
  • Breakers on cloth-wired circuits tripping more often than they used to.
  • Any scorching at a junction or device connected to cloth wiring.

Cloth wiring and Ontario insurance

Most major Ontario insurers treat cloth-covered wiring the same way they treat knob-and-tube: a red flag that either blocks a new policy outright or requires a licensed inspection report before binding coverage. If your home has cloth wiring and you have never disclosed it to your insurer, that is worth doing proactively — a claim denial after a fire is a far worse outcome than a premium adjustment now.

Does it always need to come out?

Not automatically. A licensed contractor inspection distinguishes between:

  • Intact cloth wiring in a dry, cool, undisturbed location — sometimes still testing sound, though most inspectors recommend replacement on age alone once it is past 70 years old.
  • Any cloth wiring feeding an active circuit with modern loads — strong candidate for replacement.
  • Cracked, exposed, or scorched cloth wiring — must be replaced, not an option.
