Jobs move above that starting price for specific, identifiable reasons. A full 100A to 200A service upgrade costs more than a like-for-like swap because it adds service conductors, a new mast and meter base, and a utility disconnect. An underground service costs more than an overhead one, because the incoming conductors may need attention and excavation can be involved. A 60A fuse box replacement sits higher again, because the mast, meter base, and grounding almost always need replacing at the same time.
We state the ESA permit fee in the written quote, so it is never a surprise line item afterwards.
1. Overhead vs underground service. Overhead is the cheaper, faster job. Underground means the incoming conductors may need replacing, and that can involve excavation.
2. Condition of the mast and meter base. If the existing mast is undersized or corroded, it gets replaced. This is the single most common reason a quote comes in higher than a neighbour’s.
3. Panel location and cable run. A panel that moves from a cramped closet to a code-compliant location means new feeder cable, more labour, and possibly drywall repair.
4. Circuit count and condition. Every circuit gets transferred and labelled. Homes with a lot of circuits, or with old wiring that needs pigtailing to land safely, take longer.
5. Grounding and bonding upgrades. Older homes frequently need a new ground electrode and water-line bonding to pass inspection. It is not optional and it is not always visible in the original quote.
A quote you can actually trust names the panel make and amperage, states whether the ESA permit fee is included, says who schedules the utility disconnect, and specifies whether mast, meter base, and grounding work are in scope or extra.
If a quote is a single line item with a number, you have no way to know what was left out. The cheapest quote is often the one that excluded the mast.
If the panel is a Federal Pacific or Zinsco, or a 60A fuse box, the honest answer is that you are buying risk reduction and insurability, not just capacity. Many insurers now surcharge or refuse these homes outright.
