Can a Handyman Legally Do Electrical Work?

In Ontario, a handyman — no matter how experienced — cannot legally perform electrical work that requires an ESA permit unless they hold a valid electrical contractor licence issued by the Electrical Safety Authority. Handyman services are not a recognized category for regulated electrical work in Ontario. The distinction matters because unlicensed electrical work creates significant liability for both the person doing the work and the homeowner who hires them.

What the Law Says

The Ontario Electricity Act and the Electrical Safety Code require that any electrical work that involves new wiring, new circuits, panel work, or modifications to the electrical system must be performed by a Licensed Electrical Contractor (LEC) holding a valid ESA licence, or by a homeowner on their own primary residence for certain limited tasks. A general handyman licence does not qualify. A contractor who is licensed for plumbing, carpentry, or HVAC is not automatically licensed to do electrical work.

What a Handyman Can Legally Do

• Replace a switch, outlet, or fixture with an identical replacement on an existing circuit (like-for-like, no new wiring)
• Install plug-in devices and fixtures that do not require hardwiring
• Change a light bulb

Even these tasks carry risk if done incorrectly, and a handyman who makes an error on an electrical task is unlikely to be covered by their general liability insurance for electrical-specific damage or injury.

Risks of Hiring an Unlicensed Person for Electrical Work

• Work may fail ESA inspection and need to be torn out and redone
• Insurance claims related to fire or injury from the work may be denied
• Liability for damage falls on the homeowner, not the handyman
• No permit means no inspection, meaning hidden code violations remain in the home

How to Verify a Contractor Is Licensed

The ESA maintains a public directory of Licensed Electrical Contractors at esasafe.com. Searching by company name or licence number confirms whether the contractor is currently licensed. Always ask for the contractor’s ESA licence number before booking electrical work.
