“Licensed electrician” and “master electrician” sound interchangeable — they are not. In Ontario, the two titles mean different things, come from different regulators, and give the holder very different authority. Here is what actually separates them, and why it matters when you hire.
A licensed (certified) electrician is qualified to do the physical electrical work. A Master Electrician is qualified to run the electrical contracting business that hires you and takes legal responsibility for that work under the Ontario Electrical Safety Code (OESC).
A licensed electrician in Ontario holds a Certificate of Qualification (C of Q) in the 309A Construction and Maintenance Electrician trade, issued after a roughly 5-year apprenticeship and a provincial exam. Skilled Trades Ontario tracks the certification.
Think of the 309A as the trade licence — proof the person can do the work safely.
A Master Electrician holds a separate designation issued by the Electrical Safety Authority (ESA). To qualify, you must already be a certified 309A electrician with at least three years of documented residential, commercial, and industrial experience, and pass the Master Electrician exam.
The Master designation is about business authority and code accountability — not superior hands-on skill.
Here is the piece most homeowners miss. Neither a 309A nor a Master Electrician can legally contract with you on their own. Only a company holding an ECRA/ESA Licensed Electrical Contractor licence can accept payment for electrical work, and that company must have a Master Electrician designated on file. When you hire an LEC, you are hiring the whole chain: Master (accountable), 309A (executing), ESA (inspecting).
Hiring a certified 309A directly — outside of an LEC — is a common mistake. It typically means no ESA permit, no inspection, no Certificate of Acceptance, and no coverage if something goes wrong. Insurers can deny claims. Home buyers can walk away. Larger jobs like a panel upgrade or service upgrade must be pulled on an ESA permit tied to the LEC’s licence — that is only possible if you hired the contractor, not the individual.
Ask for the 7-digit ECRA/ESA contractor licence number, verify it on the ESA Find a Contractor tool, and confirm the Master Electrician on file. That single check tells you whether the person quoting you actually has the authority to do the job right.

Not in terms of hands-on skill. A Master Electrician has additional business and code responsibility under ESA and is required to run a Licensed Electrical Contractor business. A 309A certified electrician does the physical work as an employee of that business.
Not legally, on their own. In Ontario, only a Licensed Electrical Contractor (LEC) can be hired to perform electrical work for pay. The 309A must be employed by an LEC for the work to be legitimate and covered by ESA.
Search the contractor by name or ECRA/ESA licence number on the ESA Find a Contractor tool at esasafe.com. The listing shows the designated Master Electrician and whether the licence is active.
