What Should I Do If My Basement Floods with Live Wires in the Water?

A flooded basement with energized wiring or outlets in the water is a life-threatening emergency. The correct response is immediate and non-negotiable: do not enter the water. Water in contact with live electrical components can electrify the entire basement floor — including water that looks shallow and harmless — and you can receive a fatal shock before you realize what has happened.

What Should I Do If My Basement Floods with Live Wires in the Water?

Step 1: Do Not Enter the Water

Water conducts electricity. A single live outlet or damaged wire submerged in even a few centimetres of standing water can energize the entire surface of that water. Do not enter the water to retrieve valuables, check the sump pump, or investigate the flood source.

Step 2: Cut Power at the Main Panel (Only If Safe)

If your main panel is on an upper floor or in a dry location accessible without crossing flooded areas, turn off the main breaker. If the panel is in the flooded basement, do not go to it — skip to Step 3.

Step 3: Call Your Utility Provider

In Ontario, call your electricity distributor (e.g., Toronto Hydro) to request an emergency service disconnect. They can cut power at the meter regardless of panel location.

Step 4: Call 911 If Anyone Is Trapped

If a person is in the flooded area and cannot exit safely, call 911 immediately. Do not attempt to pull someone out of electrified water by reaching in.

After the Flood: Electrical Inspection Required

The OESC requires that electrical components damaged by flooding were replaced and inspected by an ESA-licensed electrician before power is restored. Do not simply dry out wet outlets and restore power — internal corrosion can create a fire risk months later.
