What Is a Rough-In Electrical Inspection?

A rough-in electrical inspection is the inspection that takes place after all wiring has been installed in a building but before the walls are closed with drywall. At this stage, all cables are run, boxes are installed, and conductors are pulled but devices, fixtures, and panel connections may not yet be complete. The inspector verifies that the wiring method, box placement, conductor routing, and box fill calculations meet the Ontario Electrical Code before the wiring is permanently concealed.

What the Inspector Checks

• Cable type and gauge are correct for the circuit application
• Cables are properly supported and protected — stapled within required distances of boxes and supports, protected by plates at studs and joists where required
• Electrical boxes are the correct size for the number of conductors (box fill calculation) and are positioned at the correct height
• All cables entering boxes are properly secured with connectors or cable clamps
• Conductor identification is present where required (white tape on re-identified conductors)
• Required circuits are present — kitchen countertop circuits, bathroom circuits, smoke detector wiring, and other mandatory circuits

Who Can Get an Inspection

In Ontario, only Licensed Electrical Contractors (LECs) can pull ESA permits and request inspections for most residential electrical work. Homeowners may be permitted to do their own electrical work in their own home under specific conditions, but must still obtain a permit and pass inspection.
