Can a Bad Breaker Cause an Electrical Shock?

A bad circuit breaker can cause electrical shock, and it can do so in ways that are difficult to anticipate. Breakers are designed to protect circuits from overload and short circuits — but when a breaker fails, the protection it is supposed to provide disappears, and the consequences can include exposed live conductors, panel arcing, and shock hazard from downstream wiring. The Electrical Safety Authority (ESA) in Ontario identifies panel and breaker defects as a recurring cause of residential electrical fires and shock injuries.

Can a Bad Breaker Cause an Electrical Shock?

Yes. A defective breaker can cause shock in several distinct ways: by failing to trip during an overload or fault, by creating arcing inside the panel that energizes adjacent components, and by developing internal faults that expose the panel box or downstream wiring to voltage levels it should not carry.

Ways a Bad Breaker Causes Shock Hazard

  • Failure to trip on overload: Circuit wiring heats beyond rated temperature; insulation degrades and can expose conductors at junction boxes and outlets.
  • Failure to trip on short circuit: Arcing can travel to adjacent wiring or the panel enclosure.
  • Internal arcing and panel damage: Bus bar arcing can energize the panel enclosure itself.
  • Failure to disconnect when switched off: Contact welding leaves the circuit energized even when the handle appears OFF — the most dangerous failure mode.

Warning Signs of a Bad Breaker

  • Breaker trips repeatedly under normal load
  • Breaker will not reset after tripping
  • Breaker handle is noticeably warm
  • Burning smell or scorch marks near the panel
  • Lights flicker on a specific circuit without clear cause

Kmown Defective Panel Types in Canada

  • Federal Pacific Electric (FPE) Stab-Lok panels: Documented failure-to-trip problem. Many insurers will not cover homes without panel replacement.
  • Zinsco/GTE-Sylvania panels: Breakers can melt onto the bus bar and fail to trip.
  • Pushmatic panels: Parts no longer manufactured; maintenance difficult.
