Are DIY Electrical Repairs Illegal?

Ontario has specific rules about what electrical work homeowners can do themselves and what requires a licensed electrician with an Electrical Safety Authority (ESA) permit. The short answer is that most significant electrical work is regulated — but there are limited tasks homeowners may legally perform on their own property.

What Homeowners Can Do Without a Permit

• Replacing a light switch, outlet, or light fixture with a like-for-like replacement on an existing circuit
• Replacing a ceiling fan where a ceiling light already exists on the same wiring
• Replacing a fuse in an existing fuse panel (same amperage)
• Resetting a tripped breaker
• Installing plug-in devices, extension cords, and power bars

What Requires a Licensed Electrician and ESA Permit

• Adding new circuits or outlets
• Upgrading or replacing an electrical panel
• Installing a hot tub, EV charger, or generator connection
• Running new wiring through walls or ceilings
• Any work inside the electrical panel beyond fuse replacement
• Installing hardwired smoke detectors, bathroom fans, or kitchen appliances that require new circuits

What Happens If You Do Electrical Work Without a Permit?

Unpermitted electrical work creates serious liability. If a fire or injury results from unpermitted work, your home insurance may deny the claim. When selling your home, unpermitted work must be disclosed or it can become a defect claim. The ESA can also order the work removed or redone at your expense, and fines can be issued for violations of the Ontario Electrical Safety Code.

Ontario vs. Other Provinces

Ontario’s rules are more restrictive than some other provinces. In Alberta, for example, homeowners have broader DIY electrical rights. In Ontario, even work you are physically capable of doing may require a permit and inspection if it involves new wiring, new circuits, or panel work. The safest approach is always to contact the ESA or a licensed electrician before starting any work you are unsure about.
