What Should I Do If My Basement Floods with Live Wires in the Water?

A flooded basement with energized wiring or outlets in the water is a life-threatening emergency. The correct response is immediate and non-negotiable: do not enter the water. Water in contact with live electrical components can electrify the entire basement floor — including water that looks shallow and harmless — and you can receive a fatal shock before you realize what has happened.

What Should I Do If My Basement Floods with Live Wires in the Water?

If you discover flooding in your basement and there is any possibility that live electrical components are in contact with the water, follow these steps in this exact order. Do not improvise and do not enter the water to assess the situation first.

Step 1: Do Not Enter the Water

Water conducts electricity. A single live outlet, a submerged appliance, or a wire with damaged insulation submerged in even a few centimetres of standing water can energize the entire surface of that water. Voltage does not discriminate between the water touching a wire and the water touching your feet — if you step into energized water, current flows through you. This type of electrocution is called step potential and is responsible for deaths in flooded basements every year in North America.

Do not enter the water to retrieve valuables, check the sump pump, or investigate the source of the flood. Stay out entirely until you have confirmed power is off.

Step 2: Cut Power at the Main Panel — Only If You Can Do So Safely

If your main electrical panel is in the basement and the basement is flooded, do not go to the panel. You cannot safely reach an electrical panel that is surrounded by water, even if the panel itself appears dry — the water on the floor may be energized. In this case, skip to Step 3 immediately.

If your main panel is on an upper floor or in a dry location that is accessible without crossing flooded areas, go to it and turn off the main breaker. The main breaker shuts off all power to the home. Do not attempt to selectively turn off individual circuit breakers — shut off everything at the main. Confirm you are standing on dry ground and are not touching plumbing, metal, or other grounded objects while operating the breaker.

If your home has an outdoor disconnect or a meter shutoff, your utility provider may be able to cut power from the outside. Call them immediately.

Step 3: Call Toronto Hydro or Your Utility Provider

In Ontario, call your electricity distributor to request an emergency service disconnect. Toronto Hydro’s emergency line is available 24 hours. They can cut power at the meter before it enters your home, making the interior safe to enter regardless of panel location. This is the correct call when you cannot safely reach your main panel.

Do not call a non-emergency number and wait on hold. Describe the situation clearly — flooded basement, electrical concern, cannot safely cut power from inside — and ask for emergency disconnection. Utility providers treat this as a priority call.

Step 4: Call 911 If Anyone Is Trapped or Injured

If a person is in the flooded area and cannot exit safely, call 911 immediately. Do not attempt to pull someone out of electrified water by reaching in — you will also be electrified. Emergency responders have the equipment and training to cut power and perform rescue in these conditions. Instruct the person to remain still and keep their hands and arms out of the water if possible, and to not walk toward you through the water.

What the ESA Says About Flooded Basements

The Electrical Safety Authority (ESA) in Ontario explicitly warns that flooded areas with energized electrical equipment are among the highest-risk residential electrical emergencies. The ESA’s guidance is consistent: do not enter flooded areas until power is confirmed off by qualified personnel, and do not restore power until an ESA-licensed electrician has inspected and cleared all affected electrical components. Turning the main breaker back on after flooding — without inspection — risks shock from damaged wiring, damaged outlets, and appliances with compromised insulation.

After Power Is Cut: What Happens Next

Once power has been cut at the meter or main panel and confirmed off, you can enter the basement to begin water removal — but only with the power confirmed off, not assumed off. Use a non-contact voltage tester on all outlets and wiring before touching anything. Before power is restored, a licensed electrician must inspect:

  • All outlets and switches in the affected area for water intrusion and corrosion
  • Any appliances that were submerged or partially submerged (water heater, furnace, sump pump, electrical panel if affected)
  • All wiring within the walls of the flooded area for insulation damage
  • The electrical panel itself, if water reached it
  • Junction boxes and any conductors that were under water

The Ontario Electrical Safety Code (OESC) requires that electrical components damaged by flooding be replaced, not simply dried and put back in service. A wet outlet that appears to dry out may have internal corrosion that creates a fault or fire risk months later. An ESA permit is required for the repair work, and an ESA inspection closes the permit and confirms the system is safe before power is restored.

Can You Use a Generator During a Flooded Basement Emergency?

If you lose utility power due to the flooding emergency and want to run a sump pump or lights, a portable generator may seem like the answer — but only if you can place it safely outdoors and connect it correctly. Never run a generator in a flooded basement, garage, or any enclosed space. Carbon monoxide from generators kills quickly and silently. For the immediate flooding emergency, focus on evacuation and utility disconnect first; generator setup is a secondary consideration after the electrical hazard is resolved.

Expert Tip from Our ESA-Licensed Electricians

The single most dangerous mistake we see in flooded basement situations is a homeowner who enters the water because it looks shallow or because the lights are out (suggesting the power is already off). Neither of these observations confirms the power is off. Lights being out can mean a tripped breaker on the lighting circuit, while the outlet circuits — which can energize the water — remain live. The only safe confirmation that power is off is a utility disconnect or a main panel shutoff performed from a dry location, followed by a non-contact voltage test of all surfaces before entry. If you are unsure, stay out and call the utility. The cost of a service call is nothing compared to the outcome of a fatal misjudgment. After the water is cleared and power is restored, we strongly recommend having the entire basement electrical system inspected — flood damage to wiring is often invisible until it causes a fire or shock months later.
