Do I Need a Permit to Change an Electrical Outlet?

In Ontario, a permit is generally not required for simple like-for-like outlet replacements — replacing a standard outlet with another standard outlet of the same type, in the same location, on an existing circuit. However, any work that involves adding a new outlet, moving an outlet, upgrading to GFCI or AFCI protection where it did not exist before, or making changes to the wiring or circuit does require an ESA permit and must be performed by a Licensed Electrical Contractor.

Permit Generally Not Required

  • Replacing a damaged or worn outlet with the same type (15A with 15A, 20A with 20A)
  • Replacing a standard outlet with a GFCI outlet in an existing GFCI-protected location
  • Replacing a broken cover plate

Permit Required

  • Adding a new outlet anywhere — this requires a permit, a Licensed Electrical Contractor, and ESA inspection
  • Moving an outlet from one location to another
  • Adding GFCI or AFCI protection to an existing circuit as an upgrade
  • Upgrading from a 2-prong to a 3-prong outlet (requires verifying the circuit has a ground conductor)
  • Replacing an outlet on a circuit that requires a dedicated circuit (kitchen countertops, bathrooms, etc.)

When Homeowners Can Do It Themselves

Ontario does not allow homeowners to do their own electrical work on a property unless they are a licensed electrician. The ESA homeowner exemption that exists in some Canadian provinces does not apply in Ontario. All regulated electrical work must be performed by a Licensed Electrical Contractor, including outlet replacements that require any wiring changes. Unpermitted work can affect your home insurance and create liability issues when you sell.
