Can You Install a Breaker Panel in a Closet or Bathroom?

In Ontario, the location of an electrical panel is regulated by the Ontario Electrical Safety Code. Panels cannot be installed in bathrooms under any circumstances. Closets have strict restrictions as well — a panel in a closet is not automatically prohibited, but it must meet clearance and accessibility requirements that most residential closets cannot satisfy.

Why Panels Cannot Go in Bathrooms

Bathrooms are wet locations with elevated risk of shock and arcing events. The Ontario Electrical Safety Code explicitly prohibits electrical panels in bathrooms. This includes any room containing a toilet, shower, tub, or bidet — even a powder room with only a toilet and sink. There are no exceptions to this rule.

Closet Requirements for Panel Installation

• A minimum of 900 mm (36 inches) of clear working space in front of the panel
• At least 760 mm (30 inches) of width in the working space
• Minimum 2 m (6.5 feet) of headroom in front of the panel
• The panel must not be in a clothes closet where flammable materials are stored above or in front of it
• The working space must be kept clear — nothing can be stored in that zone

Most standard residential closets are too shallow to meet the 900 mm clearance requirement. A utility closet or mechanical room may qualify if the dimensions are sufficient and it is not used for clothing storage.

Where Panels Can Be Located

Panels should be in accessible, dry, dedicated spaces. Common acceptable locations include utility rooms, mechanical rooms, unfinished basements, garages, and hallways. The area must be readily accessible for inspection and operation, and the panel must not be above a stairway where work would be done while standing on stairs.
